Today is day 19 of the special session. Progress was made during the past week with the passage of the operating budget. However, the capital budget, which has presented the most problems, still remains unresolved. Coastal Management also remains on the table.

Rep. Petersen’s Report from the Capitol: Special Session Continues: Senior Benefits, Regulatory Commission Extended

Today is the fifth day of the special session, and it is getting to feel pretty weird here in Juneau. My Capitol office is bare, since almost everything in it has been boxed up and is being shipped to Anchorage. I am really anxious to go home, but I am going to stay here in Juneau as long as it takes to get the job done. The House and Senate Finance Committees are still at an impasse over the operating and capital budgets, but we have been able to pass some important bills in the last week.

Democrats Introduce Bill to Increase North Slope Competition

JUNEAU – Today, Representative David Guttenberg (D-Fairbanks) introduced legislation to increase oil industry competition on the North Slope by leveling the playing field for new producers looking to access existing oil pipelines and processing facilities that feed the Trans Alaska Pipeline System (TAPS).

This bill will better protect consumers in utility rate cases, by requiring a refund procedure be in place before the Regulatory Commission of Alaska (RCA) may allow a utility to charge an interim or refundable rate. When the RCA requires extended deliberation on a rate case, the commission often allows the utility to charge the proposed rate, but if they reject the rate the utility must refund customers with interest.
