Creating a Budget: The Process
The first month of session is coming to a close, and the House has been racing to create a budget that works for all Alaskans within 90 days. Finance subcommittees have been meeting to examine the budgets for particular state agencies. I sat on six finance subcommittees this year:
All House finance subcommittees have finished examining their department's budgets, and now the full finance committee will work on the operating budget.
The House Finance Committee will compile subcommittee drafts into what is called a "Committee Substitute" in the next day or so. That's the version of the budget that public testimony will be on and that the House Finance Committee will amend before it goes to the House floor for a vote.
It is essential that we have a budget that funds strong public education, a functioning transportation system, and effective public safety, among other priorities. To that end, I hope you will consider either writing or calling in, to tell the House Finance Committee what you want our state budget to look like.
Opportunities for Testimony
Public testimony on the budget will take place
Wednesday, February 19-Saturday, February 22.
Alaskans can submit written testimony to housefinance@akleg.gov any time before 5:00 PM on February 22nd.
Anchorage residents are invited to testify at the Anchorage Legislative Building at 1500 West Benson Boulevard on Friday, February 21, 5:00-6:45 PM. All Alaskans are invited to testify at Legislative Information Offices across the state on Saturday, February 22, noon-3:00 PM.
You can testify from home by calling 1-844-586-9085. RSVP and invite your friends to the Facebook event.
We want to hear what your priorities are for the state operating budget.

Keeping Up with the Capitol
Wondering how you can stay engaged during session? Here are some tips:
Watch Gavel Alaska on KTOO TV!
“Gavel Alaska” is the unedited coverage of state government activities, including the Alaska Legislature. Most committee hearings are broadcast on Gavel Alaska at www.360north.org or through the Live Now tab on the legislature’s home page. House and Senate floor sessions are also available on Gavel Alaska.
Track Bills
You can follow along on BASIS. Just type a bill number (example: HB 29) in the search bar at the top of the page to see what committee a bill is in.
You can also use SMS Bill Tracking by texting any bill number to 559-245-2529 to enroll in text alerts.
Access Budget Materials
The Governor's Office of Management and Budget website and the Legislative Finance Division website have helpful tools and presentations relating to the budget.
