House Bill 132 Provides a Framework for Lyft, Uber and Others to Operate in Alaska

Juneau – Today, the Alaska House of Representatives passed House Bill 132 “An Act relating to transportation network companies and transportation network company drivers.” The legislation, sponsored by Representative Adam Wool (D-Fairbanks), would pave the way for TNCs like Lyft and Uber to begin operating in Alaska communities.

At a time when many Alaskans are losing their jobs, HB 132 provides economic opportunity for people to earn an extra income in their free time by driving for a Transportation Network Company (TNC). TNC drivers have the flexibility to work whenever they please; which compliments the apps’ ability to reward drivers for working at times of peak demand in order to reduce customers’ wait times. Consumers benefit from features like ridesharing, which allows riders to get around at a reduced rate, as well as the ability to provide and see other users’ feedback on individual drivers. Local business owners benefit from the stimulus to the local economy when consumers have easier access to local businesses such as restaurants, movie theatres, boutiques, and other spots where parking may be prohibitive.

“TNCs allow for safer rides home from bars and restaurants after a driver has been drinking and doesn’t want to get behind the wheel,” said Rep. Wool. “During the past decade, companies like Uber, Lyft, and SideCar have revolutionized how people travel in cities worldwide. Alaska is the last state in the country to allow ridesharing but the time has come to expand transportation options for Alaskans. Allowing ridesharing in Alaska provides jobs, can stimulate business, and make our streets safer. We are now moving into the 21st century.”

House Bill 132 passed the Alaska House of Representatives today by a vote of 35-5. The bill will now be sent to the Alaska State Senate for consideration.
