Dear Friends and Neighbors,

Happy Holidays! May the celebration of Christmas and Hanukkah and the coming New Year bring you and your loved ones joy and good health. Today also marks winter solstice—the year’s single shortest day measured by length of daylight. Here’s to celebrating the coming of light in Alaska!

Looking Ahead to the New Year

Governor Dunleavy Releases Preliminary Budget

On Friday, Governor Dunleavy released his FY20 budget proposal. The administration submitted former Governor Walkers’ $11.5 billion budget, but noted that the projected $75/barrel oil prices are unrealistic. Based on more recent information, the Governor’s office projected oil prices at $64/barrel. The Dunleavy budget also reflects $3,000 Permanent Fund dividends paid under the current statutory formula. The increased dividend expands the budget to $12.2 billion. The larger dividend coupled with the lower oil forecast leaves a projected $1.6 billion deficit.

The Dunleavy administration will prepare specifics about department budgets and potential cuts over the coming weeks. The administration is statutorily allowed to submit budget amendments to the Legislature through February 13th.

The budget documents are posted on the Office of Management and Budget website: www.omb.alaska.gov/html/budget-report/fy2020-budget/proposed.html.

The Department of Revenue released the Fall 2018 Revenue Sources Book. The Revenue Sources Book may be found here: http://tax.alaska.gov/.

Health Insurance Enrollment Extended to Jan. 29 for Southcentral Alaska

Alaskans living in the areas affected by the Nov. 30 earthquake will have 45 extra days to enroll in health care insurance through the Affordable Care Act.

The Centers for Medicare and Medicaid Services has announced that although the open enrollment period for 2019 health insurance ends on Dec. 15, a special enrollment period has been opened through January 29 for Alaskans were living in the Municipality of Anchorage, Matanuska-Susitna Borough or Kenai Peninsula Borough at the time of the quake and were unable to complete enrollment.

For more information about the extra time and for help in completing enrollment, call United Way’s 2-1-1 line or 800-478-2221, or call the healthcare.gov call center at 800-318-2596.
